I would think Roy is right.  Almost certainly Virginia used the name
because of George Bradshaw of Bradshaw guide fame.  Interesting that she
carried the exact name over to Mrs. Dalloway.  Anne Fernald connects Mrs.
Dalloway's William Bradshaw  to the Bradshaw lecture of the Royal College
of Physicians.  George Bradshaw's reputation for detail and reliability
would also play into Sir William.
