*1) US ED Race to the Top:* The US Department of Education has released a
new funding announcement as part of RttT (
http://www.grants.gov/web/grants/view-opportunity.html?oppId=239360). In
contrast to the previous RttT competitions (which have been statewide
projects), this new cycle will fund efforts by individual local educational
agencies (LEAs) (i.e., school districts). All proposals have to address
"personalized learning environments," as described in the announcement:

To meet this priority, an applicant must coherently and comprehensively
address how it will build on the core educational assurance areas (as
defined in this notice) to create learning environments that are designed
to significantly improve learning and teaching through the personalization
of strategies, tools, and supports for students and educators that are
aligned with college- and career-ready standards (as defined in this
notice) or college- and career-ready graduation requirements (as defined in
this notice); accelerate student achievement and deepen student learning by
meeting the academic needs of each student; increase the effectiveness of
educators; expand student access to the most effective educators; decrease
achievement gaps across student groups; and increase the rates at which
students graduate from high school prepared for college and careers.

Though Ohio State can't submit proposals to this competition, it can
collaborate with the school districts that are submitting proposals.
Funding ranges from $4–$30 million (depending on the number of students
served by the proposal) across 48 months. Intent to submit is due August
23, and full proposals are due October 3, 2013.
