[Sc-aquaponics] Aquaponics within city limits

Zoning has been an issue with a few aquaculture operations (I've not heard of any for aquaponics yet) where local officials didn't understand that aquaculture is considered agriculture under Ohio Revised Code (attached). Therefore, as long as the facility is located in an area zoned for agriculture, there should not be an issue. What have others experienced?

Does anyone have any information or experience starting an aquaponics operation within city limits ? Any problems with things like zoning laws health department . I have emailed my local extension office several times without a reply so I thought I would pick your brains.
