That's right.  Each PI is only eligible for one award in a grant year. In addition, each project is only eligible for one request in a grant year.  Funding limit is 3000$. You can apply any time.  You can find a list of available core services on the Research Institute website to see if there's a service.that's applicable to your project.

Everyone,

This is the mechanism we used to get the funds to develop the modeling for Gabe's study. If anyone is interested in doing any manipulation of large pools of data this would be a great source of funds. Similarly, any innovative studies would be good candidates. The NCH stat and research people will help you and do most of the work to make any proposal workable.
