[OACRAO] Automatically awarding degrees

Here at Northwest State Community College we require a signed consent
and/or a signed graduation petition.  We do work diligently in our office
along with advising to try to catch all those that may have completed and
not petitioned and do our best to get them to complete the process so that
they can be awarded.
