I looked the key up in TES and I do  not read it as an "only;" rather those courses are guaranteed for transfer within the system.

Their numbering system seems to run in reverse to the norm with 001-099 being 100-200 level and 100-399 being remedial/vocational.

At least that is my take. Good luck!

Good afternoon,
I have a quick question for everyone.  We have received a transcript from Solano Community College in California.  All of the courses the student took are at 001-099.  On the transcript key, it indicates that these courses only transfer among the University of California system.  I hate to not give any credit to this student, so I was wondering if anyone had experience with this type of credit?  Courses appear to be above the developmental level.
