The only time we would potentially create a new section once the semester has started (and potentially after the add/drop period) would be if the student was finishing up the process to be approved for an Independent Study course. Those are one-offs and established around a completed and approved IS Contract (and the faculty pay structure is different for IS sections). They usually have to have started that process/discussion at the start of the semester—sometimes it can take awhile for those signatures to get on to the form and work its way through the process. If it is resulting in a net change in their enrollment level (PT up to FT), then we can only go back as far as 45 days after the start of the semester (to keep us in compliance with FA and NSLDS reporting), but we typically hold that to 30 days when possible.
