[OACRAO] Program changes

Colleagues,
I am looking for a way to organize proposed curriculum changes that are sent to our Academic Policies Committee (APC) for approval.
Currently, faculty send proposed changes to the chair of the committee. Depending on the faculty making the request, the requests come in various ways from handwritten notes, to photocopies of catalog pages with courses crossed out and written in the margins. Our chair is great at communicating and organizing the changes. However, I would like to standardize submissions so they are neatly presented and can be forwarded on to the areas that need to update catalog and degree audits.
I have been experimenting with excel spreadsheets, but I would like to know what other schools are doing. Does anyone have any templates or programs that you use? Or perhaps another suggestion. I am looking for an inexpensive solution as we currently do know have catalog software.
