[OACRAO] Determining Student Eligibility to Participate in Commencement

Hello Alex,

A student with a business office hold would be permitted to participate in
the ceremony.   It is a celebration and it is no opportunity for a student
to "run up a bill."   We withhold the diploma and transcript until account
was paid.
