Sue and OACRAO colleagues:

I was very curious about this discussion as I was not familiar with the
2009/10 ad hoc recommendations which then became part of the program
approval guidelines. I reached out to Matt Exline with the ODHE to see if
all schools approved by ODHE had to abide by the guidelines. Below is his
reply and I hope this helps.

...Yes, the 750 minute credit hour rule applies to all institutions.
However, the Guidelines do state that “*Credit hours may be calculated
differently for other types of instruction…. as long as the credit hour
calculations align with commonly accepted practices in higher education and
with the regulations of regional accreditors and the federal financial aid
