[Mvapich] MVAPICH-Plus 4.1 release is now available through Spack

The MVAPICH team is happy to announce the release of MVAPICH-Plus 4.1 on Spack.  Instructions for how to install MVAPICH-Plus through Spack can be found here https://mvapich-docs.readthedocs.io/en/mvapich-plus/quick-plus.html#installing-mvapich-plus-using-spack
