[Mvapich] Inconsistent file name for MVAPICH2 3.0b

Hello,

Thank you for MVAPICH2 3.0b release.

I was trying to build 3.0b using Spack but I cannot download file with the standard URL:

https://mvapich.cse.ohio-state.edu/download/mvapich/mv2/mvapich2-3.0b.tar.gz

At http://mvapich.cse.ohio-state.edu/downloads/,  the URL is http://mvapich.cse.ohio-state.edu/download/mvapich/mv2/mvapich-3.0b.tar.gz, which is inconsistent from others.
