[mvapich] Announcing the availability of MVAPICH2 2.3.5 GA through Spack

The MVAPICH team is pleased to announce the availability of MVAPICH2
2.3.5 GA release through Spack. Now the system administrators and
users of MVAPICH2 will be able to install these libraries on their
systems using Spack. More details on the associated steps are
