I don't think so.   The psm2 library only supports OmniPath devices
(linux kernel driver "hfi1") and does not work with the older devices
we have (e.g. devices that use the linux "qib" driver).

there was, at some point, a plain "psm" provider in libfabric,
but I was advised not to use (due to unresolved concurrency
issues) and it has since been removed from libfabric.
