Last I read, reporting this measure was already optional for the Hospital Inpatient Quality program and MIPS. Unless the rules for those programs have changed in the last few months, reporting the ExRad eCQM is optional for all facilities. 
It still might make sense for some facilities to report it for reimbursement reasons (e.g. MIPS requires a certain number of radiology measures). A billing or compliance specialist should be consulted to determine that.
