[Intl_DxMedPhys] Dummy Source - finally a med phys newsletter

I noticed that there was a severe lack of newsletters about medical physics that didn't take themselves too seriously. To rectify this, I give you Dummy Source, a quarterly newsletter that looks at the lighter side of our profession. I used a vacation day to work on this, so I hope you all like it 🙂
