I would imagine, based on HCM rules we don’t spell out the initials. I would Romanize it as Ha-A.B.

How to romanize  על סדר הא''ב. Ha-alef bet? Or ha-A. B.? My preference would be ha-A[lef] B[et], but I presume that’s not allowed. ☹
