[Heb-NACO] Updated HCM-RDA

Hello all, happy Purim Katan.

Per recent discussions, and with Heidi's approval, I've updated the HCM2<http://rascat.pbworks.com/w/file/fetch/132080235/HCM%20RDA%202019rev.pdf?force_download=1> to include the missing HCM p. 21 guidance on analytic E.-Sh. entries. While in the document, I also made minor edits (e.g., u-prozah) and updated the Yiddish names of Hebrew origin romanization chart in the appendix. I also cleaned up many widows/orphans, so don't let the change in pagination (98 to 90) scare you - nothing was removed (other than blank space). The summary of changes is also attached and linked on the wiki.
