[Heb-NACO] Meḥḳar ṿe-ʻiyun--series like phrase?

For my money, "mehkar ve-iyun" is a series-like phrase per LC-PCC PS 2.12,
#8.  Though there are two words, they do only appear on the cover and they
certainly do fit the unnumbered and characterizing criteria of series-like
phrases.

However, I havce noticed that this sort of thing has been happening quite a
bit of late, so perhaps it's time to hear what others have to say.  It
could be that I'm way off base and my series-related Spidey-senses need
recalibration.
