[Heb-NACO] Classification of Periodicals

This question is to the Hebraica Team at the Library of Congress:
When is a periodical classified in PJ5001 and when under a more specific classification number (PJ5021 for example)
My question is basically why is the periodical "Ot" (LCCN 2011212340) classified as PJ5021 and the journal "Mi-kan" (LCCN 2001208232) in PJ5001.
Are there LC guidelines?
