[Heb-NACO] help with romanization

Jastrow Dictionary p. 626-627 has an entry for kevat, and p. 306 says di-khvat- always appears with a pronominal suffix, so it appears the phrase is "Amira di-khvate," meaning something like : "a statement in agreement with him."
