[Heb-NACO] New Israeli romanization rules

At long last the Academy of the Hebrew language has officially issued new romanization rules, available at:

The new 'simple' romanization rules are much closer to LC practice (Tikva instead of Tiqwa) but still different (Tikva and not Tikvah)

Israeli libraries will probably gradually convert headings created under the old rules to either the new ones or LC forms.

Please note that at the end of these 'simple' rules (ha-ta'atik ha-pashut) there are also alternate 'exact' rules (ha-ta'atik ha-meduyak) with not only diacritics, but also retention of the q and w (Tiqwa).
