The history surrounding the regulations for Section 504 and the protests to get them signed has become fairly well known. Ohio played a significant role in the preface of that history that adds some context

The origins of Section 504 can be traced to James Pedley a legislative aide to Ohio’s Representative Charles Vanik.  The Congressman was interested in supporting employment and transportation access for the disabled. Pedley apparently suggested that civil rights legislation to address disability discrimination like for race and sex would address these concerns. Vanik took the suggestion and introduced a bill to amend the Civil Rights Act of 1964 to include disabled people and partnered with Hubert Humphrey who introduced the bill in the Senate.  It stalled in committee over very realistic concerns that opening up the Civil Rights Act to amendments would also open it up to attack.
At the same time the staff of the Senate Subcommittee on the Handicapped was working on the markup of the 1972 Rehabilitation Act.  It is not clear who but someone suggested adding a disability rights provision modeled after Title VI of the Civil Rights Act to  protect people with disabilities from discrimination by the federal government and federal fund recipients.  The suggestion was accepted as a compromise and the provision was added at the end of the 1972 revisions to the Rehabilitation Act as Section 504. The Rehabilitation Act was signed into law on September 26, 1973. This national law protects people with disabilities from discrimination by federal employers, agencies and other organizations that receive federal funding. The Rehab Act also established a number of services that still exist to this day such as the state vocational rehabilitation agencies, state independent living centers, and services to students with disabilities in the education system. It also required federal entities to hire employees and contractors with disabilities. The Rehabilitation Act was one of the first federal laws that offered civil rights protections to persons with disabilities and would later become a template for the American with Disabilities Act (ADA) which expanded non-discrimination requirements to employers, state and local governments, businesses, and other covered entities regardless of whether they received federal financial assistance. However, the road to compliance with the Rehabilitation Act has been a long and difficult process.
