setting s.f. (decimal places) using Excel

I always receive questions about how to set sig. fig. in Excel.  You 
can't do it
directly.  You have to set the # of decimal places to do this.  I've 
explained this
in at least one of the links on my web page (also sent out in a recent 
e-mail).
