Quiz 3, questing #4

I was finally able to fix #4 on Quiz 3.  I gave credit for the question to everyone who
took the quiz.  If you didn't see your score change it was because you got the question
correct to begin with.

The problem occurred because the question didn't match what was suppose to
be happening to the rate constant as the temp changed.  One question wanted the
T when k doubled, one wanted the T when k tripled and one wanted the T when
k was cut in half.  Unfortunately, all the questions aske what would the T be when
the rate constant doubled.

You won't see the credit for the question change for the quiz.  However, it appears
the 5 pts shows up at the bottom of the quiz as "Fudge Points".
