mistake in Table 16.3 and EOC problem 16.66 solutions

One of your fellow students pointed out a mistake in Table 16.3 and in the solutions
manual for 16.66.  They are related.

Problem 16.66 deals with calculating the pH for a solution of tartaric acid.  This is a
diprotic acid.  We haven't covered this in class yet (will do on Monday).  Table 16.3
has several polyprotic acids and their Ka values.

The formula for tartaric acid is incorrect.  It's missing two H atoms.  It should be
C2H4O2(CO2H)2 or H2C4H4O6 (with the 2 acidic H atoms written to the far left).

In the solutions manual it gives the pH as 1.18.  It should be 1.81.
