I once saw a scornful reference to someone having quoted “on or about December 1910” implying that the quoter was a poor quoter/reference/writer.

Maybe it's in the sense of OED I.i.2.b.
Around, with respect to (an axis, pivot, centre of revolution, etc.)
i.e. --Sometime around December (as in the sense of keeping something 'about' one's person)

Or as Joyce uses it in the Eumaeus episode of Ulysses : 'Lionel's air in Martha, M'appari, which,..he heard, or overheard, to be more accurate, on yesterday....'

The text of the essay in the Penguin collection “A Woman’s Essays” (p. 72) silently corrects it to what the editor seems to have thought Viriginia Woolf ought to have written but didn’t: “In or about December 1910…”

The textual note at the head of the essay says it is reprinted from the Hogarth Press pamphlet. But the Hogarth Press pamphlet has “On” not “In”.
