I do not know anything about the program except what I saw here with a quick read. If you're highly interested and have a great idea, I suggest you to first reach out to your local County Extension Office for primary support. If you decide to move forward with a proposal and would like to brainstorm with me, feel free to email/Zoom, or call me (after contacting your Extension office).

The program this year is sponsored by the U.S. Environmental Protection Agency and the U.S. Department of Agriculture, Agriculture Marketing Service. To date, 124 communities have benefitted from assistance with support from EPA, USDA, as well as many participating federal and state partners.

EPA and USDA invite communities interested in revitalizing neighborhoods through development of local food systems to apply for Local Foods, Local Places<https://urldefense.com/v3/__https://www.epa.gov/smartgrowth/local-foods-local-places__;!!KGKeukY!iKf6l_54r6mRN7Kr0UW9d0oB58j7Pr3jz-ixPcH0okucRW_9M0m5hqaJQ_F06uL2$> technical assistance.
