[OOD-users] LSF configuration and debugging

The permission of the cluster yml file is fine:

ll /etc/ood/config/clusters.d/
total 4

There are some error in the user nginx log file but it seems not related to
LSF. Please see the related log messages:

Getting you access to our cluster at this moment may be problematic. I can
check the lsf adapter code to see if I can print out more useful
information. Or we can setup a webex session so that we can look at the
problem together.
