I think there was and still is a desire to move forward. The Senate has not closed the door yet on the new formula (which may or may not help gifted in the short-term - we simply don’t know because the component breakout was never released). Further, prospects for a well-educated populace are much grimmer, and we seem to be banished to a statewide economic decline of low-paying service jobs and gerrymandered, fat-cat weasels in Columbus masquerading as responsible adults.
