The findings seem to indicate that a total school cluster grouping program can lead to teachers’ recognition of students who are achieving at higher levels, have a positive effect on student achievement, and influence teachers’ classroom practices. These findings seem most likely to occur when teacher expectations are high in positive classroom environments, collaboration exists, and implementation of a cluster grouping model can serve other districts that are considering developing a cluster grouping program.”</span></div>
