[Ohiogift] Front page USA Today "The 'Gifted' Gap"

Based on this article, the NYC schools seems to have an entirely passive
gifted identification system and arbitrary limits on the number of students
served by the gifted program -- the opposite of the sort of proactive
system needed to bring under served and hard to identify kids into the
gifted program. Whether this is by design or not, there doesn't seem to be
a lot of trust between the different communities within the same school
buildings. What distressing is that they want to cut the gifted programs
rather fix the problems with the gifted identification system, serve more
gifted children and bring more minority kids into the programs.
