[Ohiogift] Time requirement question

Hello~

I am new gifted coordinator and I have a question on the interpretation of
the operating standards. I would appreciate any assistance. Thanks in
advance!

Operating Standards that are dated 7/17/18 and see on pages 7-8:

"(d) A resource room/pull out where the gifted intervention specialist has
a maximum of twenty students who are gifted at any one time and a maximum
caseload of eighty student who are gifted. Each student served in this
setting shall be provided instruction for no less than one core content
class period a day or an average of 15% of the school week. The department
of education, office for exceptional children, shall establish policies and
procedures for granting temporary waivers related to the setting;"

Questions:
"...no less than one core content period a day...."

   - Does this mean that for my third graders, they have ELA  for 90
   minutes daily so my GATE session needs to be at least 90 minutes for each
   week?

"...average of 15% of the school week"

Add up all instructional time(?) minus recess/ lunch?  Include specials? Am
I remembering that correctly? Then take 15% of the average for the amount
of time GATE would need to be scheduled weekly with this option?
