[Ohiogift] AP Classes

If a district is using AP classes and honors classes as "service to gifted students" and the teachers do not have a gifted endorsement are they required to receive professional development?  I know in the elementary level a regular classroom teacher needs to receive professional development for the differentiation to count as gifted services.
I appreciate any light someone can shed on this matter.Gloria Komar
