[Ohiogift] ODE vote on 5-of-8 rule

To be honest I'm not sure it will have much if a any practical impact on district staffing. Most districts didn't follow the rule anyway. And there was no penalty for non-compliance. 

Gifted was never part of the 5 of 8 rule.
