Subject: restoration of Javits funding



Good morning,  just wanted to spread the good news:
 
The House of Representatives overwhelmingly passed the “omnibus” fiscal year 2014 spending bill, which now heads to the Senate for approval (it will take 60 votes).  That vote is expected no later than Saturday.
 
The big news for gifted education advocates is that deep within the $1.1 trillion bill is$5 million for the Javits Gifted & Talented Students Education Act.  As you know, the Javits program was de-funded in fiscal year 2011 and since then, we’ve succeeded in getting ‘report language’ in the Dept of Education funding bill calling attention to the need to continue research for this population of learners – which kept the conversation going, but if obviously not the same has having funding with which to award specific grants.
 
NAGC & CEC posted a news release yesterday (a link is on our homepage atwww.nagc.org ) thanking Senator Barbara Mikulski (D-Md), Senate Appropriations Committee chairperson, for her support.  Recall that she successfully secured $15 million for the Javits program in the Senate education appropriations bill.  As the House & Senate appropriations committee leaders worked out the deals in this bill, that amount was reduced to our final funding level of $5 million.
 
It’s virtually unheard of for a program to be resurrected in this funding climate.  It’s a tribute first, to the power of constituents, who have helped Senator Mikulski understand the needs of gifted students; it’s also due to the power of seniority in the Senate.  We’ve been very fortunate to have supporters among senior members of Congress, such as Senator Grassley (Iowa), Cochran (MS), and former Senator Dodd (CT).  Senator Mikulski, as chair of one of the most powerful committees, was in the ideal position to support funding for the Javits program, which although had no funding for 3 years, remains part of the Elementary & Secondary Education Act. 
 
It will be up to the Department of Education to develop the guidelines for how the funds will be used to support both a National Research Center and competitive grants that address underserved gifted students.    I would expect that a grant announcement would come out in late April or May, with a July application deadline.
