Gifted Operating Standards

The gifted operating standards battle will continue into the new year.
Technically, to follow the JCARR (Joint Committee Agency Rule Revision) process,
the State Board of Education was required to pass a draft of operating standards
at the December meeting. However, with continued questions about the impact of
the governor's veto language on funding accountability and more questions about
potential state board member conflicts of interest, the vote on the draft has
been delayed. It is unclear what the plan is to move forward. For more

The last update was on 12.11.13. The next new update will not be posted until
after the new year.

Other Legislation

Several other bills are moving through the legislature that merit tracking. SB
229 would change the teacher evaluation system to limit the impact of
value-added measures on a teacher's evaluation from 50% to 35%. Teachers rated
more highly would not be evaluated each year. This bill has passed the Senate.
HB193 makes several changes to high school graduation requirements, many of them
favorable to gifted students. A link to some of these changes is [2]here. This
bill has passed the House Education committee.
Professional Development

Teacher Academy Call for Proposal

The OAGC Teacher Academy will be held on March 31 and April 1, 2014. The call
for proposal is now available at [3]www.oagc.com/?q=teacheracademy. While all
proposals are welcome, we are particularly seeking proposals relating to gifted
student growth, student learning outcomes, gifted intervention specialist
evaluations, and Ohio Learning Standards applications for gifted students. We
have extended the deadline for the proposals to January 15, 2015.
