Dear Bat Community,
Over the past couple of years, the Service’s Bat Survey Guidelines Team has continued to work closely with Dr. Mark Ford/USGS and his colleagues to collect additional bat detection and occupancy data using acoustic detectors and mist nets at a wide range of sites to determine whether the current survey level of effort (LOE) is sufficient for both the Indiana bat (IBAT) and northern long-eared bat (NLEB). Many FOs and their state partners volunteered their time collecting data for this effort (Thank you). A summary of these recent analyses is presented in a new addendum (Armstrong et al., 2022)(Addendum 2; attached) to our original/2014 bat survey LOE methodology white paper (Niver et al., 2014).  In short, the new analyses indicated that presence/probable absence surveys for NLEB will in most cases require a higher LOE than has been needed for IBAT surveys. The new analyses also showed that the acoustic LOE for IBAT needs to be increased some. Addendum 2 also includes an update to the IBAT LOE “trigger” analysis from the 2014 white paper. This update was necessary because the winter distribution of IBAT populations has changed after the arrival of WNS in the Midwest and Ozark-Central RUs, with remaining populations becoming more concentrated into fewer, large Priority 1 and 2 sites.
Attached is a new/2022 version of the Range-wide Indiana Bat and Northern Long-eared Bat Survey Guidelines, which formally incorporates the NLEB for the first time.
Significant Changes in the New/2022 IBAT and NLEB Survey Guidelines

  *   Self-imposed annual deadline of March 31st for public release of any revisions to the bat survey guidelines.  If we miss this deadline, then changes will simply wait until the subsequent year.


  *   NLEB has been formally incorporated throughout the document and now has its own species-specific summer survey LOEs (see table below with changes highlighted in teal).  Note that IBAT acoustic LOE has also increased.

We have also attached a new FAQ document that hopefully addresses some common questions that you may have regarding the revised survey guidelines.
The new survey guidelines, Addendum 2 and the FAQ have been (or will soon be) posted to the Service’s new IBAT & NLEB survey guidelines website/library (see link below). As always, we highly recommend that you coordinate your survey plans with your local USFWS Ecological Services Field Office well in advance to entering the field.  Early coordination helps all parties 1) to make well-informed decisions based on pre-existing data, 2) to mutually agree on study plans that meet or exceed the minimum standards set forth in the new guidelines, and 3) to clarify base assumptions and interpretations of various survey outcomes and potential ramifications on proposed project schedules should a listed species be captured/detected in a project area.
