Yes, that file exists in the source tree:

$ find . -name  mv2_noinline_override.h
./src/mpid/ch4/netmod/mv2/mv2_noinline_override.h

Yes, it is a beta version.

Ok, then I tried with the release that comes with 
Fedora 36, i.e. gcc (GCC) 12.1.1 20220507 but without luck.
