Thanks to everyone who helped with my problem.  As was suggested by
many, /etc/security/limits.conf only applies to pam-controlled logins  
(e.g. ssh),
and the locked memory limit also needs to be increased in the /etc/ 
init.d/sgeexecd
_before_ starting the daemon, so the batch-system-started processes  
inherit
the larger limit.
