<p>近日，教育部部长袁贵仁在教育部学习贯彻中共中央办公厅、国务院办公厅印发的《关于进一步加强和改进新形势下高校宣传思想工作的意见》（下称《意见》）座谈会上强调，高校教师必须守好政治底线、法律底线、道德底线。这则消息发布后，不少人就此表达看法，赞许支持的有之，批评指责的亦不少，特别是针对袁贵仁同志提出的“三个决不允许”，更是引来包括部分高校教师在内的一些人的质疑。</p>
<p>在笔者看来，作为教育部的主要负责人，袁贵仁同志对《意见》的解读并非仅代表其个人，更多的是代表教育部表达对党中央、国务院两办《意见》的阐释与表态，可以说这是十分正常的职务行为表达。而网上一些人表面上看是攻击袁部长本人，其实质是借机表达对中央出台《意见》的不满。对此，我们应高度警觉，在大是大非上站稳立场，从全局和战略高度深刻认识高校意识形态工作的极端重要性，进一步澄清思想上的模糊认识，切实增强做好高校宣传思想工作的责任感、使命感。</p>
<p>《中华人民共和国教师法》明确规定：“教师是履行教育教学职责的专业人员，承担教书育人，培养社会主义事业建设者和接班人、提高民族素质的使命。”《中华人民共和国高等教育法》更进一步规定：“高等教育必须贯彻国家的教育方针，为社会主义现代化建设服务，与生产劳动相结合，使受教育者成为德、智、体等方面全面发展的社会主义事业的建设者和接班人。”从这两部法律条文中我们可以很清楚地看到，袁部长所言的守好“三个底线”、做到“三个决不允许”不是无的放矢，而是于法有据。高等教育必须贯彻国家的教育方针，高校教师应当忠诚于党和人民的教育事业，这是显而易见的。</p>
<p>我们的大学是在党的领导下的中国特色社会主义大学。办好人民满意的高等教育，其中最重要的一点就是必须坚持社会主义办学方向。如果高校里总是蔓延着西方资本主义世界的错误思潮，尤其是西方国家宣扬的“普世价值”、宪政民主、历史虚无主义、新自由主义等错误政治思潮，我们培养的人才又如何能服务于社会主义现代化、担当起民族复兴的历史重任。</p>
<p>高校意识形态阵地的管理，是一项战略工程、固本工程、铸魂工程，它不仅事关党对高校的领导，更关系到中国特色社会主义的事业能否后继有人。做好高校宣传思想工作，高校教师是极为关键的一环。在高校的课堂上，如果教师总是你说一句党的不好，他讲一句社会主义的差，让那些攻击诽谤党的领导、抹黑社会主义、各种违反宪法和法律的言论在大学课堂蔓延，长此以往，生活在思想阴霾中的青年学生，他们的理想信念如何才能正确引导与树立？德、智、体全面发展的社会主义事业的建设者和接班人岂不是后继无人，我们的民族复兴大业也将随之成为“海市蜃楼”。这是我们每个有责任有道义的中国人都不愿见到的。</p>
<p>习近平总书记近年来在与高校教师、青年学生座谈时，围绕尊师重教、立德树人发表过多次重要讲话。关于教师工作，习总书记强调指出，教师工作的重要性就在于这是塑造灵魂、塑造生命、塑造人的工作。一个学校能不能为社会主义建设培养合格的人才，培养德智体全面发展、有社会主义觉悟的有文化的劳动者，关键在教师。优秀的高校老师，无疑是帮助青年学生系好人生第一粒“扣子”的“保姆”，是修剪他们思想蔓枝的“园丁”。从这一点上讲，能否守好自己的政治底线、法律底线、道德底线，应该成为高校教师是否称职合格的最基本的检验标准。</p>
<p>“玉壶存冰心，朱笔写师魂。”如果说高校学生是未来实现中华民族伟大复兴中国梦的主力军，那么高校教师就是打造这支中华民族“梦之队”的筑梦人。我们每一位教师都应明确意识到自己肩负的国家使命和社会责任，要把为人民服务、为中国特色社会主义服务、为改革开放和社会主义现代化建设服务，为培养社会主义事业建设者和接班人的愿景服务，作为自己崇高的职业追求，努力做一名让党和人民满意的合格教师。</p>
