<div>My thoughts on how I would do it (though in my section we don't get conflicts quite so often so we are still thinking about what to do):</div>

<div>1. "Kovets mefarshim" ("collected commentaries") is very generic. Assuming there is no author/compiler, the best qualifier would be the publisher.</div>

<div>2. Within a given set, one could treat them as a single work (i.e. the "Sotah" would only be in the 505 field), but probably the best way would be to use the "Sotah" as a qualifier . So assuming your example has non author/compiler, the 130 would be:
<b>Kovets mefarshim (Mekhon Baale asufot : Sotah)</b> which BTW, does not need a NAF, at least for the Law section, IJ may be different.</div>
