On campus, Brian Kildow in VetMed helped out with the Your Plan for Health site. He is excellent.

You might talk with Emily Meade at the Prior Health Sciences Library. They have a website service and a number of units have contracted with them over the years (formerly CKM).

A number of trusted freelancers are members/organizers of the Central Ohio Drupal Meetup. Matt Radcliffe comes to mind.

A number of companies have sponsored DrupalCamp Ohio. They are probably good bets although some may focus more on larger contracts. This list may be incomplete as I pulled it from the internet waaay back machine

I believe Fisher and HR both explored some 3rd parties so talking to people in those groups may yield some better, more direct leads.

Tip:
With a Drupal site, it's important to budget for ongoing maintenance, something many neglect. The university computing standards require all software be kept up to date, and maintenance can be an expensive and tricky component of site ownership. If you outsource development, you might not be in a position to do it yourself, so it's good to make sure your contract and budget covers it.
