Hello Scott,

I'm unaware of any modules that plug into a system like that or replicate the functionality. The only exception being the dropbox at dropbox.com which has a module on drupal.org (http://drupal.org/project/dropbox), but I don't think that is what you are looking for. I doubt many folks are available to develop a module, but it would be great if your search turned someone up. When you are done with them you should send them our way :)

The only solution I can think of, and which you probably have already considered, is using Drupal itself. I don't think there are any drupal specific limitations related to uploads. I'm sure you can also find a way to associate specific uploads with specific users and then allow them to set permissions on the associated node throught something like nodeaccess. It might be a little clunky until you get the kinks worked out, but I think it could work with contrib modules.
