[CaCL] syllabus for cacl course proposal

Hi all,

In order to have cacl listed as a separate decimalized 7890 course (so we
won't have to remember a section number in the future), I've prepared a
syllabus to send to the curriculum and assessment program (mostly cribbed
from a similar document used in the creation of Laqueys).

Do you all think this is an accurate description of who we are and what we
stand for?
