APHIS Seeking Comments on
Spring Viremia of Carp Virus (SVCV)
Species for Import Controls
The US Department of Agriculture, Animal and Plant Health Inspection Service (APHIS), Live Animal Imports & Exports is requesting comment on regulated fish imports susceptible to spring viremia of carp virus (SVCV). Please send Dr. Alicia Marston your comments by Thursday, September 8th.

In May 2021, the World Organization of Animal Health (OIE) updated the list of fish species considered susceptible to spring viremia of carp virus (SVCV). Currently, APHIS regulates 8 species, and all live imports of these fish species must come from SVCV free populations, in addition to other requirements are listed on the agency website. The list below displays which species are currently listed by the OIE and which are regulated by APHIS for import into the United States:

     Goldfish (Carassius auratus)                             x              x

   *Roach (Rutilus rutilus)                                      x
   *Silver carp (Hypophthalmichthys molitrix)          x
     Tench (Tinca tinca)                                                          x
  *Wels catfish/Sheatfish (Silurus glanis)                 x              x
     Zebrafish (Danio rerio)                                                     x

*Bighead, crucian, and silver carp, roach and wels catfish are listed by the U.S. Fish and Wildlife Service as Injurious Wildlife and prohibited for entry into the United States for personal or commercial use. At this time, APHIS is not scheduled to make any changes to the import regulation for SVCV susceptible species, which dictates the live fish species regulated on import into the United States.

Please send your input and thoughts on the following questions to Dr. Alicia Marston and she will then schedule a call to discuss thoughts and ideas in September.

  1.   Should APHIS update their list of susceptible species to reflect the OIE?
     *    If so, please describe why these changes would be beneficial.
     *    If not, please describe why these changes would be detrimental.

  1.   Should APHIS remove the species no longer listed by the OIE as susceptible to SVCV for U.S. import control?
